inici group is providing augmentation services to the Port of Portland for the Progressive Design-Build (“PD/B”) of the Parking and Consolidated Car Rental (“PACR”) and Rental Car Center (“RCC”) at Portland International Airport.  inici’s services include providing project and construction management and monitoring, inspection and review, cost controls, communications and peer review services, and guidance to the Port for the contract, team alignment, and budget negotiations associated with the PD/B method of project delivery.  As a contract and management expert in complex projects including PD/B, inici team member Karl Schulz, AIA, LEED AP, is providing improved management strategies and is recommending modifications focused on the execution of the PD/B delivery model.  Based on changes managed by Mr. Schulz and the inici team, the project has recovered from previous problems and is on the right track.

The new 1,600,430-sf PACR and RCC facilities are located south of the existing long-term parking structure and are designed to address projected parking demand through 2035.  The facility includes a new rental car center housing twelve different car rental companies located on-site, eliminating the need for rental car shuttles.  The project also includes 4,296 new close-in parking spaces;  2,225 long-term, and 2,071 rental car spaces.  Included in the project is a four-story office tower for Port operations with a resiliency design for continued operation during a seismic event.

Modifications to the existing parking structure and significant upgrades to roadways and underground utilities are included as a part of this project.  Because of the sensitivity of the radar systems used in airport control, vibratory pile driving was used.  Transportation improvements for ground transportation were completed and a new exit plaza toll booth has been constructed and placed in operation.  Complex logistics phasing and many temporary structures are required to accommodate the ultimate scope of work.
